Abstract: The introduction by the Government of the Structural Adjustment Programme (SAP) which saw the banking system experiencing a policy shift from direct control to market-based monetary management. A numberof reforms have since followed, several of them intended to enhance the risk management capability of both the regulated institutions and the regulators. This paper, therefore, x-rays the challenges envisaged in their implementation.
